The Biden administration is declaring Russia’s military action in Ukraine an “invasion” with sanctions on the way, White House officials told Fox News Tuesday.
Deputy national security adviser Jon Finer made comments that represented a shift from Monday.
“We think this is, yes, the beginning of an invasion, Russia’s latest invasion into Ukraine,” Finer told CNN. “This is the beginning of an invasion.”
President Biden is set to speak at 2 p.m. ET about the latest developments in Ukraine.
The European Council said it is finalizing a package of sanctions against Russia that includes targeting “banks that are financing Russian military and other operations” in eastern Ukraine.
